This particular piece was issued to groundcrew and mechanics and in Europe were often patched as per this great example

though updated through various iterations

Hard to date exactly, but of the very very few of these I've seen before, they tend to come with old style skeleton keys, which largely would have been replaced by yale locks by ww1. Made of what looks like a hardened leather with stamped text and a brass loop. I've got a bunch of these with different room titles, please choose which you would like from the dropdown. Size Approx 2" x 3 4" (without brass loop)
